The 2027–29 state budget provides an opportunity to strengthen that impact by modernizing how the university operates, investing in the faculty and staff who drive its success, and supporting research and education that can help Wisconsin compete and grow.

Our priorities
Modernize university infrastructure and processes
UW–Madison needs modern tools and greater flexibility to operate efficiently, responsibly manage state resources and maintain a world-class campus. Greater flexibility would help reduce unnecessary costs and delays while allowing the university to better plan for its long-term infrastructure needs.
Request:
- Provide bonding authority for UW–Madison
- Prioritize UW in distribution of resources for infrastructure needs
- Work with partners in state government to streamline procurement and building processes
- Long-term plan for deferred maintenance on UW campuses
Recruit and retain excellent faculty and staff
UW–Madison’s excellence depends on the faculty and staff who educate students, conduct groundbreaking research and serve communities across Wisconsin. Competitive compensation is critical to attracting and retaining the talent the university needs to deliver for the state and its people.
Request:
- Fully fund the compensation plan. Unlike other state agencies, the Universities of Wisconsin compensation plan is not fully funded by the state. Campuses are expected to fund 1/3 of every pay plan approved by the state.
Build Wisconsin’s workforce and promote innovation
UW–Madison can help Wisconsin meet today’s workforce needs while positioning the state to lead in the industries of tomorrow. Strategic investments can accelerate innovation and economic development and help address critical workforce shortages in communities across Wisconsin.

Possible areas of investment include:
- Quantum science and nuclear fusion
- Strengthening rural medicine
- Expanding capacity at the School of Veterinary Medicine
- Funding the Teacher Pledge Program
